How can I be frightened or feel threatened by an enemy that cannot kill me? And as I've explained, you can't expect people to just "not use it" because most people will adhere to the path of least resistance even if it isn't fun. It hurts the skill ceiling of the combat, it hurts the intensity of encounters, and it hurts the atmosphere of a world that's supposed to be relentless, frightening, and oppressive. Having consumable items that make you essentially invincible in your zombie survival game is bad game design. Most people will choose the most efficient option even if its boring or detrimental to the intended experience you as a developer have crafted, so you have to have proper balance and make the fun stuff the most efficient way to play.

Y'see, when you design a game you have to consider the psychology of your players to understand the purpose and end playability of your systems. Even though your combo system is technically more engaging, it isn't as EFFICIENT as just spamming. You crunch the numbers and realize that your cool Tekken combos you programmed do less damage than just spamming that same attack over and over. You ask them "why are you spamming that same attack? Aren't the combos more interesting?" and they reply "the combo system is cool, but this attack does a lot more damage than the other flashier stuff". Everything goes well for awhile until you notice your players aren't engaging with a lot of the mechanics and are instead just spamming one move over and over again.
